This is absolutely insane. Completely unprecedented. Rachel is forecast to remain a tropical storm INTO UTAH!
The National Hurricane Center is putting out another update at 2AM Pacific (about 25 minutes from the time of this post) and they said they're heavily considering coordinating the issuance of Tropical Storm Watches with local National Weather Service offices for Southern California and Arizona.
